SOCIAL ACCOUNTABILITY AT THE LOCAL LEVEL

In Bangladesh, local government is generally inefficient, unable to deliver adequate social services, uninformed about its responsibilities, and ill-managed by the central government. Improving government accountability could alleviate many of these problems. But, while bureaucratic and electoral mechanisms of accountability are in place, there is a real absence of social accountability of local government (the Union Parishads). This is increasingly being recognized and some efforts are being made to redress this.

The BRAC Development Institute is implementing the “Social Accountability at the Local Level” research project to understand how best to create and implement mechanisms that lead to effective citizen engagement in local government, increased accountability over its resources and improved performance of Union Parishads (UPs).

The research project is part of a broader mandate of the BRAC Development Institute, which seeks to contribute to the discourse and practice of social accountability by carrying out the following activities: conducting an inventory of global good practices on social accountability; monitoring and assisting in improving the design of key practitioners engaged in improving citizen engagement at the local level, convening a network of national and global academics and practitioners to share experiences and develop strategies on social accountability issues; and creating a knowledge center on social accountability.
