Land reform issues remain a major challenge in Bangladesh, where majority of legal and social disputes are over land. In addition, administrative hurdles and misconducts have led to serious land related problems in Bangladesh, posing as an obstacle to sustainable and equitable development, and overall economic growth. To address some of these issues, BDI has introduced MLARR - a postgraduate certificate course on Management of Land Acquisition, Resettlement and Rehabilitation, which covers the general theory and practice of resettlement. and focuses on Bangladesh as the "terrain." It provides an understanding of international best practice and a comparative reading of the Bangladeshi context, from the legal, policy and pragmatic perspectives.
First of its kind in Bangladesh, the MLARR is designed primarily for resettlement and development practitioners with diverse academic and professional backgrounds. The certification course is a semester long process during which the participants take evening classes to learn about particular tools and techniques in social impact assessments, resettlement programming, grievance redress management, and monitoring and evaluation - the knowledge and skills necessary to specialize in resettlement and land acquisition services as consultants, professionals, or practitioners.
The program was developed in partnership with the World Bank, AusAID, and DFID.
